Troubleshooting
First thing first, please upgrade the Webgility application to the latest version by following the steps mentioned in this help article
If the issue still persists then on the same machine open Local Services, look for SQL Server (UNIFY)/ SQL Server (WEBGILITY), right-click and click Properties> Logon> Browse> type “Network” in the box and click on check names> once you see Network Service then click on OK> delete both the passwords> Apply> ok.
Now again right-click on Service SQL Server (UNIFY)/ SQL Server (WEBGILITY) and click Restart. Once done then try to run DBUtility again.
If the issue still persists then check for the Windows update.
Check the .net framework to make sure 4.5.2 or above is installed in the control panel and make sure relevant features are enabled. Select Start> Control Panel> Programs> Programs and Features. Select Turn Windows features on or off.
